🆕 Electronic Identity Card: what Romanians in the diaspora and in the country need to know

The electronic identity card (CEI), also known as the “new digital ID,” is now available to Romanians living abroad. Starting this year, the process of digitizing identity documents has been extended both within Romania and throughout the consular network of the Ministry of Foreign Affairs.

Romanians with Permanent Residence Abroad Can Apply for the CEI

For the first time, Romanians living outside the country’s borders can apply for the electronic identity card or, alternatively, the simple identity card (CIS). These documents can be obtained through Romanian diplomatic missions, upon direct request.

Required Documents and Conditions

To obtain an identity card abroad, the following are required:

  • A completed application – submitted in person;
  • Birth certificate (original + copy);
  • Marriage/divorce certificate (if applicable);
  • Valid Romanian passport;
  • Proof of residence abroad (utility bill, driver’s license, etc.);
  • A biometric-compliant photo (white background, neutral expression, no head accessories); in some cases, the photo is taken directly at the consulate.

Processing Time

At diplomatic missions, issuing an identity document takes between 30 and 90 days, depending on the volume of requests and document shipping from Romania. For urgent situations, a temporary identity card can be issued (valid for 1 year), but it cannot be used for travel.

Costs Abroad

  • Electronic Identity Card (CEI): Initially free (for the first 5 million applications, funded through PNRR); afterwards: 67 lei (~15 EUR);
  • Simple Identity Card (CIS): 38 lei (~8 EUR);
  • Payment depends on each embassy’s policy (in lei, euro, or equivalent in local currency).

In Romania: CEI Available Nationwide

As of April 24, 2025, the new electronic identity card can also be requested by residents of Bucharest, not just those in Cluj (where it was initially piloted). It is issued to all citizens over the age of 14, regardless of whether their current ID is expired. Applications are made exclusively by online appointment through the HUB MAI portal.

  • Recognized as a travel document within the EU (similar to a passport);
  • Includes qualified electronic signature;

  • High level of security against forgery.

CEI Validity:

  • Ages 14–18: valid for 4 years;
  • Ages 18–60: valid for 10 years;
  • Over 60: permanent validity (only for simple ID card);
  • Children under 14 will be able to apply for a CEI starting June 2025.

Costs in Romania:

  • Free CEI during the initial rollout (if it’s the first one issued);
  • Afterwards: 67 lei for CEI, 38 lei for simple ID card;
  • Estimated delivery time: 10 business days.
